USE OF PERSONAL FLOTATION DEVICES
Within Scouts SA's current Safety Standards and Procedures there is a relatively consistent requirement for people engaging in activities on water craft to wear personal flotation devices (PFD's). Yet the application of this requirement is inconsistent across our activities.
In the interest of ensuring the ongoing safety of our volunteers and members this requirement needs to be expressed more directly.
WHEN VOLUNTEERS, MEMBERS AND STAFF OF SCOUTS SA ENGAGE IN SCOUT ACTIVITIES ON WATERBORNE CRAFT THEY SHALL AT ALL TIMES WEAR PERSONAL FLOTATION DEVICES (PFD'S). IN CIRCUMSTANCES WHERE THIS IS NOT PRACTICAL, APPROVAL TO CONDUCT THE ACTIVITY SHALL BE GAINED FROM ACC ADVENTUROUS SCOUT ACTIVITIES OR GM OPERATIONS BEFORE THE ACTIVITY COMMENCES. A REQUEST FOR APPROVAL TO CONDUCT AN ACTIVITY ON WATERBORNE CRAFT WITHOUT A PFD MUST BE SUPPORTED BY A DOCUMENTED RISK ASSESSMENT OF THE ACTIVITY.
This requirement will be expressed explicitly in Safety Standards and Procedures as they are updated through normal administrative processes.
